Since NPEC’s publication of “Over-classification: How Bad Is It, What’s the Fix?” senior intelligence officials have endorsed the report’s recommendation to reduce our government’s more than 2,100 classification guidebooks to a much smaller number. As the report noted, the National Geospatial-Intelligence Agency (NGA) has demonstrated that this is possible: it reduced its 65 classification guidebooks down to one in just five months.

How did NGA do this? How much did it cost? What kinds of offices would benefit from following NGA’s model? What is the best way to assure NGA’s example isn’t a one off? To help answer these questions, the workshop featured presentations from Mike Rutka and Steve Vogel of the NGA and Brad Gates, who previously worked at the NGA to consolidate their classification guides.
