This meeting was scheduled to delve deeper into one of the key problems facing national security planners in our government — the increasing lack of historical documentation relating to important national security decisions. As Richard Immerman noted at the meeting on April 23rd, sound strategic planning demands access to complete, documented, relevant history. Unfortunately (as the most recent Report of the Advisory Committee on Historical Diplomatic Documentation — see attachment below — makes clear), gaining access to that history is becoming more difficult.
