This meeting featured William Greenwalt, visiting fellow at the American Enterprise Institute, who spoke on the barriers to technical innovation and collaboration the U.S., International Traffic in Arms Regulations (ITAR), and related technology transfer restrictions impose on domestic and foreign high-tech firms. Mr. Greenwalt described the problems ITAR technology transfer restrictions and security regulations present and what should be done to reduce them.
